The Opportunity
The Legislative and Court Services Department is comprised of three branches; Legislative Services (which includes Council Secretariat, Corporate Mail and Print Services, Vital Statistics and Access and Privacy Services), Court Services (which is responsible for the administration of justice within two court service areas in compliance with the Provincial Offences Act, the Memorandum of Understanding and Inter-municipal Service Agreements) and Enforcement Services which is responsible for administering and enforcing several municipal by-laws including but not limited to regulations related to the parking of vehicles, pet controls, property maintenance, business licensing, and sign placement).
Under the general guidance and direction of the Supervisor of Enforcement Services, the Enforcement Services Clerk provides front line customer service regarding all aspects of municipal law enforcement. Specifically, this position is responsible for providing preliminary information of a specialized or technical nature pertaining to Business Licensing, Property Standards, Parking Enforcement (and related judicial proceedings), Lottery Licensing, Sign Enforcement, Animal Control and Regulatory Matters enforced through Enforcement Services. Furthermore, this position plays an integral part in ensuring that both external and internal clients are advised of municipal regulations, and guidance is provided so that all required licenses, permits, inspections or consultations are obtained. Lastly, this position is responsible for ensuring Municipal Law Enforcement Officers receive all documents and information in a well-coordinated and timely manner so as to ensure an effective response to any non-compliance matters. Overall, this position plays an integral part in ensuring that residents and visitors are informed of by-laws and are able to acquire the necessary licenses, permit or approvals.

Education (degree/diploma/certifications) 
  • Two (2) year College DIploma in Office Administration, Legal, or a related discipline

Experience 
  • Two (2) years of experience performing duties related to the major responsibilities of the position
  • Demonstrated experience within an office environment
Knowledge/Skill/Ability 
  • General knowledge of the following legislation, regulations, or requirements: Accessibility for Ontarians with Disabilities Act (AODA); Occupational Health and Safety Act (OHSA); Municipal Freedom of Information & Protection of Privacy Act (MIFIPPA); Municipal Act; Employment Standards Act (ESA)
  • General knowledge of the following principles and standards: Property Standards; Business Licensing; Lottery Licensing; Animal Control; Parking Enforcement; Sign Enforcement; and Court processes and enforcement related to additional by-laws (i.e. park regulations, nuisance, noise, and regulatory matters); customer service delivery standards and techniques; municipal, regional, provincial and federal government services and programs; administrative processes and procedures, records management practices, and general office equipment operation; cash handling and management practices
  • Demonstrated Ability to:
    • maintain a high standard of public relations at all times

    • shift back and forth between multiple activities while maintaining concentration

    • accurately keyboard at a speed of at least 40 w.p.m.

  • Intermediate skills include: Customer Service; Multitasking; Organizational; Prioritization; Problem Solving; Verbal Communication; Written Communication
  • Intermediate computer literacy using the following systems and software: Microsoft Office (Outlook, Word, Excel, Access, Power Point)
  • Availability to accommodate deadlines or peak period workloads that may extend beyond designated normal workday hours or normal hours per week

Other Important Information
Location: 45 Cedar Pointe Drive, Barrie, Ontario, or Applicable City Location
Hours: The normal hours of work are 35 hours per week in accordance with the Collective Agreement.
Wage: This position is within the CUPE Local 2380 Bargaining Unit with the following pay level and 2025 pay range:
  • Pay Level: Level 5
  • Yearly Salary: $58,949.80 to $70,597.80 
  • Hourly Pay Rate: $32.39 to $38.79
