The Opportunity
Reporting directly to the General Manager of Community and Corporate Services, the Director of Finance/Treasurer is the municipality’s senior financial executive and statutory officer responsible for the overall stewardship, integrity, and strategic management of the corporation’s financial affairs. This position provides strategic direction and oversight in ensuring the effective and efficient delivery of programs and services provided by the Finance Department.  As Director of Finance/Treasurer and member of the City’s Senior Leadership Team, the Director is responsible for organizational leadership and broadly supporting all City programs and services The role provides senior leadership in financial planning, budgeting, accounting, financial reporting, municipal taxation, utility billing, development charges, procurement and fiscal policy, ensuring compliance with all applicable legislation, accounting standards, and Council-approved policies.
This position provides an excellent opportunity for a seasoned finance professional to make a significant contribution to a growing municipality.  The successful candidate will be a proven leader who can provide strategic financial guidance, mentor a high-performing team, and work collaboratively across the organization to support corporate initiatives.

Education (degree/diploma/certifications)
  • Post-secondary degree from an accredited university or equivalent in Business, Accounting, Finance or related discipline.
  • Professional accounting designation - Chartered Professional Accountant (CPA) is required.

Experience
  • Demonstrated and progressive senior level experience leading a broad range of financial services within a complex and multi-service organization.
  • Experience leading in a municipal or broader public sector organization is preferred.
Knowledge/Skill/Ability
  • Working knowledge of the following legislation, regulations, or requirements including but not limited to: Development Charges Act, Municipal Act, Ontario Planning Act, Public Sector Accounting Standards (PSAS)
  • Working knowledge of management principles; labour relations principles and collective agreement administration; and contemporary management practices
  • Ability to demonstrate the required competencies for this position in alignment with the City’s competency framework.
  • Demonstrated knowledge of budget planning, financial forecasting, reporting, and analysis in a multi-stakeholder environment.
  • Strong understanding of internal controls, audit processes, and public sector financial practices.
  • Demonstrated ability to:
    • Collaborate with internal and external partners to deliver programs, services, and outcomes.
    • Think strategically in a political and community service environment.
    • Set priorities, meet deadlines, and manage work demands.
    • Develop and articulate a vision and inspire its achievement.
    • Foster teamwork, lead and empower teams and guide effective project management outcomes.
  • Advanced skills include: Analytical; Interpersonal; Leadership; Organizational; Supervisory; Time Management
  • Intermediate computer literacy using the following systems and software: Microsoft Office Suite (Excel, Outlook, PowerPoint, Word, SAP, Questica), and use of the Internet.
  • Availability to attend evening/weekend meetings or to work outside of designated normal hours per week

Other Important Information
Location: City Hall, 70 Collier Street, Barrie, Ontario*
*Please note that the City has a Hybrid Work Program Policy in place that may allow for a hybrid work arrangement for employees who meet eligibility requirements. 
Hours: The normal hours of work are 35 hours per week; however, some non-standard hours may apply.
Wage: This a permanent full-time non-union position with the following pay level and 2025 pay range:
    • Pay Level: Level 17
    • Yearly Salary: $145,038.50 to $194,371.01
    • Hourly Pay Rate: $79.69 to $106.80
